You don't need \splitfloat because you can use the "split" parameter
for \placetable.
\placelegend can not be used for content that has to split after pages
but you my the following trick for tables.
\starttext
\placetable
[split]
{Table Caption}
{\bTABLE
\bTABLEbody
\dorecurse{50}{\bTR\bTD Text text text \eTD\bTD Text text text \eTD
\eTR} \eTABLEbody
\bTABLEfoot
