Akira Kakuto distributes "luatex.dll" in his W32TeX distribution, and links all three binaries to them. But it should also be possible to write a simple batch file like texlua.bat calling "luatex --luaonly"; and that way you don't have to remember to copy all three binaries each time (which is equivalent to linking on Unix, and replacing only the LuaTeX binary). I wonder if anyone has already done that?
