Yes, that's right.  However, it won't work wrt. arranging.  If I put
\setuppapersize[A5][A4]
\setuparranging[2UP,rotated]

within
\startmode[*project]
...
\stopmode

I have still to repeat
\setuparranging[normal]

within
\startmode[*product]
...
\stopmode

etc.

Is it a bug or a feature?  (Seems a bug for me;).)
