I have tried many ways

\bookmark[section]{Bookmark text} seems to add bookmark twice and it is also
appears in the table of contents which is strange.

I have prepared a small example that demonstrates the problem

\setupinteraction [state=start]

\setupinteractionscreen [option=bookmark]

\placebookmarks [part,chapter,section,subsection] [part, chapter]

\title{Contents}
\bookmark[chapter]{Contents}
\completecontent

\starttext
\dorecurse{7}{\input tufte \input knuth}
\stoptext

I using latest stable ConTeXt minimals on FreeBSD and compile with mkii.
