I think this might be related as well, heads without numbers don't
appear in the table of content:

\starttext
\setuphead[chapter][number=no]
\completecontent

\chapter{One}
\chapter{Two}
\chapter{Three}

\stoptext

If I don't remove the 'number' option, I get empty TOC.
