Confirmed. Works here with 2011.06.11 16:45 and fails with 2011.10.24 21:26.

Use a 'NO-BREAK SPACE' (U+00A0). But the behaviour
persists.
Maybe a better minimal example:
\starttext
\framed[align=flushright,width=broad]{Hello~World!}
\framed[align=flushright,width=broad]{Hello World!}
\stoptext
