I have no idea, I never used it.

AFAIK  it  compresses  the  text  objects.  9  is  maximum
compression. It's a low level command.

\normalprotected\def\maximumpdfcompression{%
	\pdfobjcompresslevel\plusnine  \pdfcompresslevel\plusnine }

Sets the text and object  compression to the maximum value
(which is  9). The  command is considered  to be  a higher
