You have commented the paper size setting, therefore the lines do not break. Otherwise in your pdf nothing is on grid, although you're using the same minimals …
I've changed the example a bit:
\setuplayout[grid=verytolerant] % -> overlapping
\setupheads[expansion=yes]
\starttext \showgrid
\placelist[chapter,section,subsection,subsubsection]
\def\SampleHead{\dorecurse{15}{test } test}
\dorecurse
{5}
{\chapter{\SampleHead}
\section{\SampleHead}
\subsection{\SampleHead}
\subsubsection{\SampleHead}}
\stoptext
