You saved the values here in macros:

You can check for content in these macros with:

\doifsomething{\localtitle}{\localtitle}
\doifsomethingelse{\localtitle}{\localtitle}{<something else>}
\doifnothing{\localtitle}{<no title>}
\doifelsenothing{\localtitle}{<no title>}{\localtitle}
