You know \starttitle, it’s the unnumbered version of \startchapter.

We have the following key for \setuphead:

- beforesection (called before \startchapter),
- insidesection (called after \startchapter) and
- aftersection (called after \stopchapter)

The easiest way is to create a new heading for this purpose.
