\directlua{
    function TestCmd()
      tex.print("\string\\numexpr 17\string\\relax")
    end
}

\protected\def\test{\directlua{TestCmd()}}

or, more efficient:

\directlua{
    function TestCmd()
      tex.print("17")
    end
}

\protected\def\test{\numexpr\directlua{TestCmd()}\relax}
