Hans,
All right! This works.
\setupheadertexts
[{\framed[width=\hsize,frame=off,bottomframe=on]{Chapter
{\getmarking[chapternumber][first]}.
{\getmarking[chapter][first]\hfill\pagenumber}}}]
[]
[{\framed[width=\hsize,frame=off,bottomframe=on]{Section
{\getmarking[sectionnumber][first]}.
{\getmarking[section][first]\hfill\pagenumber}}}]
[]
But I am still not sure how to work in your suggestion below. At least I
understand why you want to do this now, as I have a page with .Section
(Underlined) that looks pretty bad.
\doifcontent
{Chapter \getmarking[chapternumber][first].\space} {} {}
\hbox{\getmarking[chapter][first]}
