All,
Suppose I have an eps file and I open it in an ascii editor and adjusting
the bounding box by hand. Will ConTeXt recognize my changes, or is there
some additional setting I have to set when placing my figure?
I seem to recall that epsf required I turn on a switch in this situation,
something like clipping=on or some such thing.

It depends. When you use this method to get rid of white space, it
works, otherwise you need to define a clip path and clip the thing. A
good alternative is: distill, clip in exchange, and export to eps.

In pdftex mode clipping is supported (\clip), either by grid (clip cell
2,3) oe by width/height and offset. In dvi mode, I (taco) still has to
fix some save/restore problem.
