I unpacked the new Context beta (texexec.ini attached) and used Miktex Options->Tex Formats to build formats for pdfelatex and pdfetex, refreshing the filename database whenever I could. texexec --make seemed to go well (I have the eformats in \localtexmf\miktex\fmt.
