Do they have some >other purpose than facilitating line breaking? Sure, they handle language specific subsentences. Each languags has its own way of doing things (--- guilemots etc). Also, when used nested, other rules apply (also think of |<| |<| test |>| me |>| like situations.) The same with \quote{} and \quotation{} which also adapt themselves to the language and spacing.
