In context this is is what the grid does. You can enable a grid with
\setuplayout and snap on it. Not all commands do snap, but most do, given
some constraints, like using whitespace or blanks of [regel] ([line],
[linie]) or pairs of half that height. This works acceptable.

It's in the manual (the big one, even one ofthe first chapters). 

What is bop? BTW, expect more from pdftex later this year, well, you'll see
at tug2000 -)
