You're right. This is a funny combination of combined cropboxes, and a
change in paper size settings. This problem normally does not occur in
screen docs since thre the screen dimensions are explicitly set.
I changed a few low level macros and build in a few more saveguards.
A rather strange phenomena in pdfviewers is that dimensions less than 1 in
are automatically set to 1in. This is rather important when you convert eps
to pdf! Never make your graphic smaller than 1 inch! Personally I consider
this a bug in the viewers, but is seems to be too systematic too ignore.
I'll post an update of context soon. A workaround is to add the command
\setupinteractionscreen
I will also upload a new version of the pdftex manual.
