On my system (win 95+4dos) I can attach a binary to an extensions. This
saves some troubles. 

Alternatively: in the perltk path you will find a small zip file containing
runperl.exe. You can put this in your perltk path (where the scripts are)
and add that path to your main path. Copy runperl.exe to texexec.exe and
texutil.exe and you can use both programs directly.
