It does. Since tables are local by default, and since the menu is set at
page composition time, in the menu you are asking for a local one. 

Try: 

\chapter{something}

\placecontent

\section{else}

\placecontent

So, what you should say in the menu is for instance: 

[criterium=text] 

Other keys are previous current chapter section etc 

I hope this clarifies. 

BTW, the same applies to registers, but those are global by default. So you
can ask for a register (index) per section.
