Seems like we need \ro, don't we? 

Several steps. In lang-ita we need a rumenian section, like:

  [...

   \c!rightsubsentence=---,
   \c!leftquote=\upperleftsinglesixquote,
   \c!rightquote=\lowerrightsingleninequote,
   \c!leftquotation=\upperleftdoublesixquote,
   \c!rightquotation=\lowerrightdoubleninequote,
   ...

\protect 

So, if you collect the data, we can add it there. 

Also, in that file, some labels should be predefined. Again, provide a list
(see lang-ger.tex for english ones). 

Last we need patterns, i.e. to add an entry to the files responsible for
loading patterns. Anything special about them?
