Technically yes. You can even have a romenian interface, but then someone
romenian should maintsain that part.
Concerning messages, search for:
\startmessages english library: systems
title: system
1: loading utility-file postponed (typemode)
2: -- loaded
If you isolate the romenian ones in one file ...
