An alternative is using left/right labels (actually implemented since
chinese needed it): 

\setuplabeltext
  [figure={{whow (},{)}},
   infigure={{in figure (},{)}}]

\definereferenceformat[infigureA][left=(,right=),text=figure]
\definereferenceformat[infigureB][label=infigure]

\starttext

\placefigure[here][c]{}{}

\infigureA[c] en \infigureB[c]

\stoptext
