This is a bug in the latest tetex/fptex although i'm told that it is
corrected.
run
texexec --make
or if this fails (since it will also use fmtutil)
texexec --make --alone
if needed move the efmt files to the right path. If really in despair:
pdfetex --ini --progname=context cont-en
will do the job.
