Because some folks [polish people for instance] don't want such language specifics to be turned on by default [they sometimes use the /z notation], the language specifics that deal with this kind of mapping are now moved to the enco files [enco-fde for german] and need to be loaded with \useencodung. This happens by default in cont-usr.tex which is in the distribution as cont-usr.ori. So, the feature is still there, but you haven't turned it on. The best way to deal with encodings is to specify it in the file itself, but that's up to the user.
