That's wrong. Never use low level pdf primitives, and let \CONTEXT\ turn on
pdf support, since then it can load the right drivers. 

the hard coded way is [but best use txexec] \setupoutput[pdftex]

this provides a background behind running text. Page backgrounds are
defined differently [see s-pre-*.tex]
