You cannot use existing mechanisms due to grouping. Try something

\def\ToMyList#1#2#3#4%
  {\immediate\write\MyList{\noexpand\processmylist{#1}{#2}{#3}{#4}}}

\newwrite\MyList \immediate\openout \MyList=list.xxx

\starttext

\ToMyList{a}{b}{c}{d}
\ToMyList{a}{b}{c}{d}
\ToMyList{a}{b}{c}{d}

\immediate\closeout\MyList

\def\processmylist#1#2#3#4%
  {\bTR\bTD#1\eTD\bTD#2\eTD\bTD#3\eTD\bTD#4\eTD\eTR}

\bTABLE
\bTR\bTD1\eTD\bTD2\eTD\bTD3\eTD\bTD4\eTD\eTR
\readfile{list.xxx}{}{}
\eTABLE

\def\processmylist#1#2#3#4%
  {\hbox{[#1][#2][#3][#4]}\par}

\readfile{list.xxx}{}{}

\stoptext
