Since bookmarks are coupled to lists, you can make a list for that purpose
and include it in the placelist.

\setupinteraction[state=start]

\definelist[tobias] \placebookmarks[tobias,chapter]

\starttext

\startstandardmakeup
  Title Page \bookmark[tobias]{It Works}
\stopstandardmakeup

\chapter{Indeed}

\stoptext
