But is this path in your main path? Can you run kpsewhich? 

If nothing helps, you can try to manually edit the texexec.ini file [copied
from texexec.rme] and set all paths needed, but ideally kpsewhich should
handle it. I don't know how to set a path in winnt? maybe in autoexec.bat
or so? Otherwise, ask on the context list,
