since < > are used in macros (\ifnum etc) they are pushed popped when
loading critical files which means that after loading the env, the < has
it's old meaning. So, you need to add 

\catcode`\<=\active

to the main file (\def\enableshortcuts{\catcode...} \enableshortcuts)
