Hi, 

you use a funny definition: defining <a> inside another def of <a> so there
s nothing to push/pop; you shoul dmore think along the following lines: 

% output=pdftex

\setupinteraction[state=start]

% one way [only in newest not yet public version]

\defineXMLenvironmentpush [a] [href=unknown]
  {}
  {\expanded{\useURL[dummy][\XMLpar{a}{href}{}][][\XMLpop{a}]}%
   \from[dummy]}

% more efficient [also only in newest not yet public version]

\defineXMLenvironmentpush [a] [href=unknown]
  {}
  {\expanded{\useURL[dummy][\XMLpar{a}{href}{}]}%
   \goto{\XMLpop{a}}[dummy::]}

% indirect way 

\defineXMLargument [a] [href=unknown] {\MyXMLaHandle}

\def\MyXMLaHandle#1%
  {\expanded{\useURL[dummy][\XMLpar{a}{href}{}]}%
   \goto{#1}[dummy::]}

Acrobat</a> test
