Should the apostrophe-steinem and the bitstream-vera files include map files (apostrophe-steinem.map, bitstream-vera.map) too? 

I  get 

Warning: pdfetex (file qx-bitstream-vera.map): cannot open font map file

and then complaints about not being able to create a long list of bitmap fonts, when I try to compile your vera-test.tex.
