There is no option to force horizontal mode at the begin of the table but you can use the following two methods to center the table.

\startbuffer
\bTABLE
  \bTR
    \bTD text \eTD
	\bTD text \eTD
  \eTR
\eTABLE
\stopbuffer
 
\starttext

\startlinealignment[middle]
  \getbuffer
\stoplinealignment

\startplacetable[location={none,force}]
  \getbuffer
\stopplacetable

\stoptext
