Ha, try [background=tobias] and 

\defineoverlay     
  [tobias]
  [{\externfigure[oeps][width=\overlaywidth,height=\overlayheight]}]

Of course you need an illustration tobias. BTW, you can also say: 
[background={screen,tobias}] i.e. a whole bunch of backgrounds can be
provided.

Rather plain I suppose.
