You should first generate a ftm file. Can you search for that in the miktex manuals? Just like plain.fmt and latex.fmt, you should make a context.fmt, probably doing something like: tex --ini cont-nl % dutch version or miktex -ini cont-nl Then you can run context by tex &cont-nl or something alike. Just start searching for 'generating formats' in the manuals. You need a rather large memory setup, so also search for 'memory'. (When you manage to find out, we make a nice description.)
