They should be correct. Sometimes, depending on what you asked for, the
order of floats can differ from the order in the document. In that case,
context renumbers the float. An example of this situation, 

\startpostponing
... float ...  
\stoppostponing

Now, recently I changed something and introduced a bug. So, depending on
you version, indeed, there can go something wrong.

No, but you can try to force the previous float with 'altijd'. 

Let me know if you're trouble remain, I'm currently making context etex
aware, so posting new versions is dangerous, but I can send you an
intermediate update if needed.
