1. What's the concept behind ownnumber in

\setuphead
  [chapter]
  [alternative=inmargin,
   number=no,
   ownnumber=yes,
   after={\blank[3*medium]}]

2. I don't understand the purpose of the definereference commands in

\def\ShowSample#1#2%
  {\chapter{#1}{#2}
   \definereference[sample][d-en-#1::]
   \startlinenumbering
   \typefile {d-en-#1.tex}
   \stoplinenumbering
   \page
   \definereference[sample][]}

3. What is the purpose of setuptexttexts? Is it similar to a mechanism that
puts the word "Draft" on every page of the document?

Normally you can have 

  \chapter{Hi There}

or 

  \chapter[someref, anotherref, morerefs]{Hi There}

and both generate the chapter number. 

When ownnumber=yes, you can say: 

  \chapter{my number}{Hi There}

(or with refs). This time you get {my number} as chapter number while in
the background the numbering mechanism is still working, just to get
everything local (like tocs) right. 

Think of manuals with numbers like

F12.ORG.21 Some Title

Logical refs. You can write a style using a ref and resolving it later. 

\definereference[YetUnknown][lastpage]   \goto{Somewhere}[yet unknown]

\definereference[YetUnknown][firstpage]  \goto{Somewhere}[Yet Unknown]

For instance, although that one can better be added as background
(\setupbackgrounds). 

Think of 'headertexts', 'footertexts' and between that 'texttexts' (and
toptexts and bottomtexts too). Pictures of that in the big ref manual
(beta page).
