What is in the file $TEXMF/web2c/fmtutil.cnf ?
Maybe you have '#' the before cont-*
(try fmtutil --edit)

How? fmtutil --all ?
I usually do fmtutil --edit or use texconf to enable the cont-* formats,
When I updated context, I use fmtutil --all or fmtutil --byfmt cont-en
