Hi,
using an old file I realised this:

\useencoding[win] % not exactly ISO-8859-1, but approx. ok
Test-ÄäÖöÜüß
\bye

Doesn't work. (I get `Test-´ no more.)
>From the logfile:
encoding : coding win is loaded
(/usr/local/teTeX/share/texmf/tex/context/base/enco-win.tex)
Missing character: There is no Ä in font cmr12!
Missing character: There is no ä in font cmr12!
Missing character: There is no Ö in font cmr12!
Missing character: There is no ö in font cmr12!
Missing character: There is no Ü in font cmr12!
Missing character: There is no ü in font cmr12!
Missing character: There is no ß in font cmr12!
Have I missed a syntax change?
