Good evening.
I found that one of new features in the last beta version is a file
page-lyr.tex. It defines layers. It tried to play with, but I still
can't imagine what purpose it servers and how should it be used
properly. Any hint?

You can use it
(1) to construct complicated title pages
(2) move info from foreground to background
(3) move info around on the current page
i'll send you a buggy description which i will fix next week
