Yes. For displaymath you can use plain TeX's $$\sum$$ or better
\placeformula
\startformula
\stopfromula
(LaTeX's \[ ... \] doesn't work.)

In inline math you need \limits\sum if you want to have the i=1 below 
and the n above the sum sign. If I'm not mistaken, LaTeX does the same.
