hm, a spontaneuous reboot etc etc; i need to fix a cpu fan i guess; normally you 
can use

which has the same stuff or taco's mirror at:

Looks like the http server is down (again?).  Try this:

   http://context.aanhet.net/context/install/mswincontext.zip

(same version, dec 6, fetched 2 minutes ago using rsync)
