Definately a bug, but the other way around. The paragraphs within
the bibliography list should not listen to the 'indenting' settings.
Below is a temporary solution, it will be fixed in the main module
soon.
> \usemodule[bib]
At this point, add this line:
\setuppublicationlist[before={\setupindenting[none]}]
