we can use etex to get a fully expandable one:

\def\metricdimension#1{\the\dimexpr0.0351459804\dimexpr#1\relax\relax cm}

\def\writepapersize
   {\special{papersize=\metricdimension\paperwidth,\metricdimension\paperheight}
