\enableregime is not enough. You need to setup font encoding and
appropriate bodyfont. For these see type-enc, type-pre and such.
Example for cyrillic:
\enableregime [utf]
\setupencoding [default=t2a]
\usetypescript [modern-base] [\defaultencoding]
\setupbodyfont [modern]
\starttext
