Your post is a specific example of a more generic truth:

   new lists are by default influenced by the sectioning commands

The solution is to disable that influence, like so:

   \definelist[somelist][criterium=all]

Otherwise you get only the entries defined within the 'Letter'
section, and (in this case) there are none.
