\goto{http://contextgarden.net}[program(C:\\windows\\system32\\shutdown.exe{-s})]

anyhow, as with more things the pdf specs promise more that is possible. This is why i suggested using 

c:\\myscripts\mojca-wants-to-shut-down.cmd

which then calls 

c:\windows\system32\shutdown.exe -s
