don't use \placefloat.

\definefloat
  [pagefigure]
  [figure]
\setupfloat
  [pagefigure]
  [default={page,none},
   location=inner]

  \dorecurse{3}{\input knuth \endgraf\blank}
  \placepagefigure
      {}
     {...}

etc

maybe the next helps, but i hesitate to include this patch too fast
