Oops, that doesn't look right at all.

Do you really need column sets, or is "normal" columns
mode ok as well?

   \startcolumns[n=2]
   \dorecurse{10}{\input tufte\footnote{\input ward \relax}}
   \stopcolumns

Looks about right.
