I guess that would work out more or less ok, but fmtutil cannot mimic
texexec's commandline options & system initialization (it writes a
temporary file with extra settings that is read during the format
generation)

Also fmtutil does not support the simultaneous existance of
context formats for different engines (that is why it can no longer
be used internally by texexec --make).
