Ah. I had:
\startcolumns
\startitemize[inbetween={\blank[30pt]\hrule height 0pt}]
..
\stopitemize
\stopcolumns
This should do the trick:
\startitemize[columns,unpacked][inbetween={\blank[30pt]}]
